Aligning Efforts for Cambodia's Building Energy Code: EnergyLab Asia and Partners Meet with MLMUPC

The building sector is one of Cambodia’s largest energy consumers. As Cambodia continues to grow and climate change forces us to use more cooling, energy demand will increase significantly — underscoring the need for strong energy efficiency measures, energy-efficient buildings, sustainable construction practices, and a Building Energy Code (BEC) to ensure new buildings are more sustainable.

On 19 November, EnergyLab Asia, together with our partner the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP), was honoured to meet with the Ministry of Land Management, Urban Planning and Construction (MLMUPC) to share our BEC Development Project.

A number of stakeholders — including the Asian Development Bank (ADB) — are supporting the government in developing Cambodia’s first Building Code, so ensuring alignment with the overall direction of the Ministry is essential. This was the core purpose of our meeting.

The discussion helped to strengthen collaboration, coordination, and synergies toward the development of the National Building Code and the Building Energy Code. This will ensure that the works delivered by UNESCAP, EnergyLab, and ADB are well aligned, complementary, and avoid duplication — ultimately contributing to Cambodia’s sustainable and climate-resilient development.
